PulseAudio isn't involved in the "connect" operation, PulseAudio only enters 
the picture once the device has been connected. If connecting fails, then this 
doesn't look like a PulseAudio bug.

- blueman-manager successfully pairs and connects to the Bose SL III in
- both bionic and in focal.  in bionic, the Bose SL III then immediately
- shows up in pavucontrol.  in focal, it remains absent.
