Hmm, we had a similar issue but that would not affect things back until Bionic as you reported it. That was in bug 1866870 and fixed by a change in seabios. Also you reported Focal as affected wherer I fixed this particular one for sure.
In general the error messages we have so far are not usually very helpful. That is more of a "class of errors" than a specific one to look at. Thanks for attaching the XML and image right away.
