Weird. The bug description says you originally installed 19.10, which
also would not install xserver-xorg-video-intel. So I don't think this
is a problem most people will encounter.
Just don't install xserver-xorg-video-intel because it's old and buggy.
I don't think any additional bug report is necessary.
