This affects Ubuntu MATE 20.04 as well. The solution posted by Alexey_C
(alexey-acv) works to appropriately poweroff the nvidia card (state ff)
and lowers consumed power to about 6W).

Note laptop model is razer blade stealth 2019, with nvidia MX150.

By default, even in nvidia-prime intel mode, the nvidia card remains
powered on (lspci reports (a1) rather than (ff) as expected for powered
off state).

Enabling "runtime PM for nvidia card" in powertop does lower the
consumed power (from 11W to 6W) however lspci reports the card is still
powered on (a1), ostensibly in some low-power state.
