Greetings,

While installing Ubuntu 20.04 LTS (I'm pretty sure that Ubuntu 18.04 LTS
has the same bug), I chose kr104 i.e. "Korean (101/104 key compatible)"
as my keyboard. However, on my Gnome desktop environment, it uses kr106
"Korean" as my keyboard.

kr106 "Korean" and kr104 "Korean (101/104 key compatible)" are two
different keyboards. This causes a problem for some applications like
Google Chrome because it does not accept ALT_R as a Korean/English
toggle key.

I've found that /usr/share/X11/xkb/symbols/kr has "Korean" as the
default keyboard layout. In order to solve the problem, I just edit the
file to make "Korean (101/104 key compatible)" my default layout.

Ideally the default keyboard layout should be determined by my choice
during the Ubuntu installation process. If this is too hard to implement
for some reason, I'd like to suggest that "Korean (101/104 key
compatible)" should be the default since more than 90% of keyboards on
the market are kr104 "Korean (101/104 key compatible)", and you can use
kr106 "Korean" keyboard even if the system default is kr104 "Korean
(101/104 key compatible)".
