  While installing Ubuntu 20.04 LTS (I'm pretty sure that Ubuntu 18.04 LTS
  has the same bug), I chose kr104 i.e. "Korean (101/104 key compatible)"
- as my keyboard. However, on my Gnome desktop environment, it uses

  I've found that /usr/share/X11/xkb/symbols/kr has "Korean" as the
  default keyboard layout. In order to solve the problem, I just edit the
  file to make "Korean (101/104 key compatible)" my default layout.
  
  Ideally the default keyboard layout should be determined by my choice
  during the Ubuntu installation process. If this is too hard to implement
  for some reason, I'd like to suggest that "Korean (101/104 key
- compatible)" should be the default not "Korean" since more than 90% of
- keyboards on the market is "Korean (101/104 key compatible)".
