As Ubutnu background DOWNLOAD_PROTO_HTTPS is enabled since quite a long time in Ubuntu since bug 1025239. I don't know if there are better ways nowadays that might allow to disable it in future versions of Ubuntu, but for the already released versions I can't just disable it anyway.
