your analysis is correct it should be root:kvm due to the rule you have
identified.
I've checked many systems all of them behave as expected, so it seems likely it
is something local to your system.
The question in your case is why/what does set it to plugdev ?
Atm I have no good idea, can you post to the bug for comparison the output on
your system for:
$ sudo grep -Hrn plugdev /lib/* /etc/*
** Changed in: qemu (Ubuntu)
Status: New => Incomplete
