Ok you pointed to the root cause, my /etc/udev/rules.d/50-oculus.rules file had 
a newline beginning with GROUP="plugdev", SYMLINK+="ocuquest%n".
I joined it with the line it was supposed to go with:
SUBSYSTEM=="usb", ATTR{idVendor}=="2833", ATTR{idProduct}=="0186", MODE="0660", 
GROUP="plugdev", SYMLINK+="ocuquest%n"

rebooted and now:

crw-rw----+ 1 root plugdev 241,     1 Jun 22 15:56 hidraw1

100% my fault, this issue can be closed, sorry for the noise.
