I booted a Lubuntu 20.04 install on my hp.8200 and searched ubuntu.com for a PDF and grabbed http://people.ubuntu.com/~lyz/xubuntu/xubuntu- feltonlug.pdf viewing it in qpdfview.
I firstly made a bookmark on page 12 (Quality Assurance), it appears in bookmarks list of available bookmarks. I exited program, re-entered and no bookmarks exist. I repeated this three times with different pages & each time same result.
