@Kleber - one fix which you could test is adding "^linux-raspi$" to file
removal_blacklist.cfg in the extracted dist-upgrader tarball. So run
"do-release-upgrade -d" then cancel the upgrade then cd to "/tmp/ubuntu-
release-upgrader-$TMPDIR". In that folder make your changes to
removal_blacklist.cfg then run "sudo ./focal".
