If Wacom is plugged, then neither the settings / wacom tab comes up, but
if the Wacom tablet is NOT plugged, then the settings / wacom tab comes
up and reports that currently no Wacom device is connected.
Unity shell is essentially disturbed with the Wacom tablet mentioned
above, while Gnome shell works well.
