I have this problem too, in Gutsy. Only in zh_CN, in en_US locale it's
OK. My /usr/share/language-selector/fontconfig/zh_CN is slightly
modified, the monospace part is look like this:

                <family>monospace</family>
                <prefer>
                        <family>Bitstream Vera Sans Mono</family>
                        <family>DejaVu Sans Mono</family>
                        <family>AR PL UMing CN</family>
                        <family>AR PL ShanHeiSun Uni</family>
                        <family>WenQuanYi Bitmap Song</family>
                        <family>AR PL UKai CN</family>
                        <family>AR PL ZenKai Uni</family>
                </prefer>

it suppose to be Bitstream Vera Mono matched for monospace, but "fc-
match monospace -s | head" 's output is:

uming.ttf: "文鼎PL細上海宋Uni" "Regular"
Bitstream-Vera-Sans-Mono.ttf: "Bitstream Vera Sans Mono" "Roman"
DejaVu-Sans-Mono.ttf: "DejaVu Sans Mono" "Book"
DejaVu-Sans-Mono-Bold.ttf: "DejaVu Sans Mono" "Bold"
ukai.ttf: "文鼎PL中楷Uni" "Medium"
NimbusMonL-Regu.pfb: "Nimbus Mono L" "Regular"
KochiGothic-Regular.ttf: "Kochi Gothic" "Regular"
FreeMono-Medium.ttf: "FreeMono" "Normal"
TlwgTypist.ttf: "Tlwg Typist" "Medium"
utkal.ttf: "ori1Uni" "Medium"

I've checked all the config files under /etc/fonts/, and found nothing.
Dose it maybe because some other package installed some config file
outside /etc/fonts/ ?

The font alias monospace is not really monospace when language set to zh_CN
