/usr/lib/lighttpd/mod_openssl.so did not exist in the official lighttpd distribution until lighttpd 1.4.46 (not 1.4.35 or 1.4.36), so I am going to close this as a not a bug in lighttpd or packaging, but a user-error with a bad config mixed with a manual installation of a different version of lighttpd.
