Upgrades actually tend to be kind of an after thought for a lot of testing, but in Lubuntu we've made it a requirement of testing. Our checklist is pretty extensive and covers several different types of upgrades: https://phab.lubuntu.me/w/release-team/testing-checklist/
Yeah it does sound like you've found the issue. libqt5core5a 5.15 isn't in the repos, so I wouldn't be surprised that packages that are in the repos don't in some way conflict with it.
