It appears to be Thunderbird related and not directly linked with Ubuntu.
I'm running Arch Linux and today with recent Thunderbird upgrade I got the same 
behavior.
I may say that OTRLib.jsm is not connected with the problem. Yes, dependency on 
'libotr' is missing - I fixed it manually and have now:

But I can't save/decrypt attachements (the same way as in problem description) 
and have the same errors:
