I can confirm this issue using the given steps on pop os 20.10. All tests were run on the latest firefox and chrome versions (84 and 87, respectively) as of 2020-12-24. New profiles/users were used for each test (via about:profiles in firefox and the user feature in chrome). All other apps were closed for the tests.
