Public bug reported:

After upgrading my ubuntu version from 18.04 LTS to 20.04.01 LTS, my pc isn't 
able anymore to make the ordinary upgrades.
They are still regularly propsoed, I launch them, but the process stops at the 
very first step, the packages not even starting to be downloaded.
