Looks like a firmware issue and bug 1905214 updated firmware intel/ibt-20-1-3.sfi to REL13705 in Focal while it remains REL0310 in Bionic. Could you try download following two files and place them in /lib/firmware/intel. They are the firmware blobs currently used in Focal.
