Steps to reproduce:
1. Have Ubuntu MATE 20.04 LTS installed with all updates
2. Install full LibreOffice from APT using `sudo apt-get install libreoffice`
3. Run LibreOffice Base
4. In the 'Select database' wizard choose the following
   [o[ Create a new database
   Embedded database: HSQLDB Embedded

5. Click Finish
6. Select file path to save the database

Expected results:
* new database is created

Actual results:
* the database is not created, shows error message with the following text - 

> LibreOffice Base 
>
> The connection to the data source "New Database" could not be established.
>
> The connection to the external data source could not be established. No SDBC 
> driver was found for the URL 'sdbc:embedded:hsqldb'.
>
> OK More
