I can confirm this issue on Ubuntu Hirsute. When attempting to install
both packages the error message indicates that the underlying problem is
that buildah conflicts with golang-github-containers-common, one of the
dependencies of podman. (See below for details)
I notice that all three packages have newer versions in -proposed which
haven't migrated yet, though I don't know if the new releases will
resolve this.
$ sudo apt install podman buildah
Reading package lists... Done
Building dependency tree

podman is already the newest version (2.1.1+dfsg1-4ubuntu3).

requested an impossible situation or if you are using the unstable
distribution that some required packages have not yet been created
