Looks like the newer versions resolved this issue. Could you run `sudo
apt update` and see if it works better now:

$ sudo apt install podman buildah
Reading package lists... Done
Building dependency tree... Done
Reading state information... Done
buildah is already the newest version (1.19.4+dfsg1-3ubuntu1).
podman is already the newest version (3.0.0+dfsg1-2ubuntu4).
0 upgraded, 0 newly installed, 0 to remove and 0 not upgraded.


(Note: it looks like installation replaced `fuse` with `fuse3`, though that 
seems unrelated)
