I've since learned that ATI cards have extraordinarily poor driver 
support in Linux and have stopped using them. I've never had the problem 
with an nVidia card. If I have time today I can test to see if the issue 
still occurs on a fully updated 7.04 installation using the ATI binary 
drivers. I'll let you know how it goes. I can try it with both the 
Ubuntu provided restricted driver and ATI's latest driver via Envy. My 
guess is that the bug is a failure of ATI's drivers and the gnome-panel 
app to play nicely with each other.
