Public bug reported:

After sudo apt-get upgrade, the fps started to dropped dramatically, on
checking cpu frequency, i found out that cpu frequency is currently 10%
of normal frequency. Currently cpu is at 0.23 GHz, the range of CPU
frequency of my computer is 0.8 GHz to 4 GHz. Due to this decrease in
frequency, computer has dropeed fps significantly and i can not do any
work like this. Please help resolve the issue ASAP
