Thanks for your bug report.
It seems you changed one line in /etc/default/grub to
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" "acpi=off"
meaning that "acpi=off" is considered a program to run (and
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash" an environment variable to
pass to it).
Please change the line to remove the spurious quotes and space in the
middle so it says
GRUB_CMDLINE_LINUX_DEFAULT="quiet splash acpi=off"
I marked the bug as incomplete, as I can't be sure it's not a bug in
some maintainer script trying to rewrite the file, I think we saw some
of them. Please let us know if you did not cause this!
