After upgrading to thermald (1.9.1-1ubuntu0.4) my laptop is constantly
throttled to 400-800 MHz even under single core load, while CPU
temperature is under 55°C. The previous version was 1.9.1-1ubuntu0.3 and
I had no problems back then.

When thermald is disabled, after a minute of rendering in Blender my CPU
temp is 66°C and clocks are around 2400 to 2500 MHz.

My laptop is a Thinkpad P53s with a i7-8665U CPU on Mint 20.1 (based on
Ubuntu 20.04 LTS).
