I have found two problems now:

1. Upstream bug in foo2zjs: The PPDs in foo2zjs have "KonikaMinolta" as
manufacturer name whereas foomatic-db has the correct "KONICA MINOLTA".

2. Upstream bug in system-config-printer: The space is in the
manufacturer name is not handled correctly. Printers with manufacturer
name "KONICA MINOLTA" appear as manufacturer "KONICA", model "MINOLTA
...".

3. Upstream bug in cupsys: PPDs for KONICA MINOLTA PostScript printers
are correctly listed by "lpinfo -m" but they do not appear in the CUPS
web interface.

foomatic-db does not provide any of the non-PostScript printer/driver
entries in question and can so not be cause of this bug. All the entries
come from Ready-made PPDs coming with driver packages. The PostScript
printer PPDs coming with foomatic-db are all OK
