I tried again this past Friday night, running Xubuntu rather than MATE; I was still unable to upgrade. I worked around the problem by removing ubuntu-mate-core and ubuntu-mate-desktop, followed by "apt autoremove". After that, I was able to upgrade to 21.04. I don't know if that's the minimal workaround.
