It's becoming increasingly difficult to build your own kernels on focal due to the kernel dependencies on newer tool-chain elements. You now need dwarves 1.21 (or 1.20 with this patch https://bugs.launchpad.net/ubuntu/+source/dwarves-dfsg/+bug/1928244 ) to build a 5.13 kernel.
