Could you try to run `sudo apt update` or otherwise check for updates? The freshly installed system is likely attempting to install the version which was available at release which can result in conflicts like these. Once you check for updates it should become aware of the latest version. Like your second install which did check for updates during install and was able to install the latest packages.
