This seems to be a perfect use case for a "developer edition" build of
firefox, which indeed doesn't exist as an Ubuntu package, but for which
Mozilla does provide binaries
(https://www.mozilla.org/firefox/developer/).

Patching the default behaviour in release builds wouldn't benefit the
vast majority of Ubuntu/Firefox users. I am of the opinion that it's
reasonable to expect advanced users that need this feature to install a
developer build straight from Mozilla, or build it from source
themselves.
