After installing this: sudo apt install kde-plasma-desktop I'm able to enjoy 1920x1080 resolution with fast and smooth touch-pad responsiveness. Also, I didn't have to adjust any settings; it seems optimal by default.
This confirms to me that this is a bug GNOME3. Again, in GNOME3, even on the fastest touchpad setting, it takes numerous finger lifts to move across the entire screen at a 1920x1080 resolution. Also, each move of the mouse cursor seems to lag slightly.
