As an experiment I built libnet-ssleay-perl in a jammy-proposed PPA with
the tests disabled. Then I could successfully build aptdaemon in that
PPA.

This confirms that the python-defer changes fix aptdaemon's original
python related test failures.

But now we have a libnet-ssleay-perl FTBFS to deal with.
