Explanation of the Ubuntu delta and why it can be dropped:
* Build-depend on python3-all-dev.
Build dependency has been adjusted in Debian as well.
Changelog entries since current jammy version 0.8.0~rc3-1ubuntu1:
python-rocksdb (0.8.0~rc3-2) unstable; urgency=medium
* Team upload.
* Fix VCS URLs.
* Build-depend on python3-all-dev to build for all supported Python
versions, thanks Matthias Klose (Closes: #999410).
