The dir in the home directory is named after the user. If your username
is user1, your home directory will be user1. If you change your username
in gnome-control-panel to user2, your home directory will still contain
user1 and not user2.

If you can't change it that way, then why bother having the option? It
isn't intuitive and provides extremely confusing UX. That is why I
reported it as a bug. It should do those things.
