Are we sure this issue does not happen on 20.10 as well? It seems to spend the same time in 20.10, 21.04, 21.10, and jammy daily when booted in a qemu vm.
I don't know for sure what's going on, I assume it's trying to read the entire partition into memory to verify it, but not 100% sure.
