Public bug reported:

Ubuntu MATE 22.04 has fully migrated from the Ambiant/Radiant themes to
Yaru. And the current settings migrations handle that transition.

However, the 'mate-themes' have also been removed and the current
settings migrations do not handle the case where the user selected
themes are now completely removed from the system.

Some community members are also manually installing the Ambiant/Radiant
themes on 22.04, and their preferences are being changed to Yaru every
time they login.

Requirements:

  - The settings migration needs to provide sane defaults in the event that the 
user selected themes/icons are no longer available.
  - The settings migrations should only migrate from Ambiant/Radiant if those 
themes are not installed.
