FYI: `apt upgrade` does NOT perform all upgrades (refer to manual) with some packages requiring `full-upgrade` (or `dist-upgrade`) where removal of packages are required. If you have removal of packages; it's likely the result of 3rd party packages you've installed & thus I'd suggest seeking support. No `do-release-upgrade` logs were provided, so I've changed this bug to 'incomplete'. It could be I've missed something, if so please leave a comment as to why, but were you trying to release-upgrade to a later release as your bug filing? as I feel you'd benefit from support & exploration of your 3rd party packages.
