Debian did this upload:
https://tracker.debian.org/news/1323159/accepted-isc-dhcp-443-1-source-
into-unstable/

Where:
   * Use bundled BIND libraries instead of libbind-export-dev (Closes: #942502)

This means we may be able to soon remove src:bind9-libs from the
archive:

$ grep ^Package debian/control |grep -v udeb|grep -- -dev
Package: libbind-dev
Package: libbind-export-dev

$ reverse-depends -b libbind-export-dev
Reverse-Build-Depends
* isc-dhcp

Hmm, this one has a build-dep:
$ reverse-depends -b libbind-dev
Reverse-Build-Depends
* milter-greylist

But no runtime dep?
$ apt-cache show milter-greylist|grep -E "^(Depends|Recommends)"
Depends: libc6 (>= 2.34), libcurl4 (>= 7.16.2), libgeoip1 (>= 1.6.12),
libmilter1.0.1, libopendkim11 (>= 2.11.0~alpha), libspf2-2, init-system-helpers
(>= 1.51), adduser (>= 3.11), lsb-base
Recommends: sendmail | postfix

Looks promising that it might just be a bogus libbind-dev b-d (unless
it's statically linked). Anyway, to be checked.
