@mfo, I think your query is indeed showing the raw data, but not the 
interpretation of the results. The analysis seems to be missing:
- hints
- migration-reference/0 runs

I don't know if there is another db-like file that has "final" results
that take all of this into account, or if it has to be analyzed each
time by the excuses report when deciding if a failure should be flagged
or not.

But at least on the above mercurial failure, I think it's a failure that
is correctly not being shown in the excuses report.
