I can confirm that pure-ftpd and pure-ftpd-common from focal-proposed
has fixed the bug for me.
Test done:
followed the quick test plan and installed the old pure-ftpd and
pure-ftpd-common from ppa
upgrade pure-ftpd and pure-ftpd-common from focal and confirm the issue is seen
(upgrade fails)
Add focal-proposed to apt sources
upgrade pure-ftpd and pure-ftpd-common and confirm upgrade works.

$ apt-cache policy pure-ftpd-common
