Thank you for taking the time to report this bug and helping to make Ubuntu better.
You've filed this report against ubiquity, which is deprecated and unsupported for 24.04 except in a very rare/limited case. You've provided no product details (Server? Desktop?) no clues as to ISO architecture, and you didn't file using apport tools so details weren't collected. Most windows machines are amd64, so are you using ubiquity? More likely its ubuntu-desktop-installer (Desktop) or subiquity (Server), but details are vague. Please execute the following command only once, as it will automatically gather debugging information, in a terminal: apport-collect 2068811 (As you don't have an install; do this from your install media) When reporting bugs in the future please use apport by using 'ubuntu- bug' and the name of the package affected.
