I have encountered a related problem with Gnome and Compiz. I had four workspaces with compiz enabled and could switch between them using the desktop wall plugin without problems. I then used the workspace switcher applet to change the number of workspaces to 2. After using the shortcut key for compiz desktop wall plugin, the background turned grey for both workspaces (original background was set to blue color). I attached a screenshot of the problem.
The problem was fixed by logging out and logging in again.
