On further inspection, it seems your problems are actually not in module assistant but rather in the relevant driver source packages. The ATI cards are indeed supported out of the box, through the various restricted-driver packages. The issue in this case are with source packages used when building custom kernels. It is unlikely to affect a newbie in any way. Anyone sufficiently knowledgeable to build their own kernel will probably know that ubuntu != debian. So while I understand your frustration, I don't think the criticism is valid. Still, it would be nice to have this fixed. Of course I am asking "someone else" to do it because "I don't have the time". Makes me look like a prat doesn't it? :-) I think in future when I fix something I'll make the package available somewhere and add the url to the bug report.
