If this is "old-prerm upgrade" that is returning a non-zero exit status
then we can avoid a dpkg failure by providing "new-prerm failed-
upgrade".

Perhaps I've misunderstood. I think it's worth making sure that we
aren't going to cause a dpkg failure on users as a result of this SRU.
