I have this issue with Ubuntu Gusty. After a few minutes I found that if
I delete ~/.gnumericrc and launch gnumeric, all plugins are enabled by
default. But after I close the application, some information will be
written to ~/.gnumericrc automatically and next time I open the
applicaition, all plugins are NOT enabled.

The problem is whenever Gnumeric reads ~/.gnumericrc it won't enable
plugins by default. I had to enable it manually *every time* and it
works only for that session.

The workaround I came up with is like:
rm ~/.gnumericrc
touch ~/.gnumericrc
chown root:root ~/.gnumericrc
chmod 600 ~/.gnumericrc

Now it works for me.
