A few days ago, do-release-upgrade started reporting that a new version
was available.  I gave it a try but the outcome was no better.  It seems
to have a real problem with Xubuntu packages.  It reports that I have
held broken packages but "sudo apt-mark showheld" reports nothing nor
does "sudo apt --fix-broken install"
