In https://bugs.launchpad.net/ubuntu/+source/rabbitmq-
server/+bug/2074309, we added a release upgrade block from jammy to
noble if rabbitmq-server is installed. That's because the version in
jammy cannot be upgraded in one step to the version shipped in noble.
There are cases, however, where users have installed rabbitmq-server
from an outside repository, like upstream's, or a ppa, and not from the
ubuntu archive. In these cases, they might have the version that can be
upgraded to noble without issues.
There are two alternatives here:
- improve the check to include a version comparison
- relax the check and just warn the user, giving an option to continue with the
upgrade or abort.
