This is what I postulated in https://bugs.launchpad.net/oslo.messaging/+bug/1934937/comments/34, and I agree that what's proposed is better than the current situation, and this bug has been open for quite a while already. In https://bugs.launchpad.net/oslo.messaging/+bug/1934937/comments/42 @mfo also asks about a rabbitmq-server restart check.
