I'm glad that fixed the issue!

That's a great point about /var/lib/swtpm being the swtpm user's home
directory. I'd imagine swtpm creating its own local config like this is
an unintended behavior, especially since the /var/lib/swtpm directory is
not created on installation. It would be ideal for the swtpm user to
just use the global config to avoid confusion. I'll do some digging to
see if any tools use the swtpm-create-user-config-files script as the
swtpm user to see why that might be the case.

I'll mark this bug as fixed since @DATAROOTDIR@ has been solved at
least.
